Intercultural dialogue at Council of Europe level – policy analysis and practice tool

Intercultural dialogue starts being used in the mid-1990s in many policy areas as a tool with multiple functions, mainly considered as a necessary response to the rapid and major challenges that today’s societies are facing, especially in the context of an increasing cultural diversity. This cultural diversity, which is a historical reality in Europe, becomes a profound trend in the contemporary age, under the influence of economic, social and political factors. The Council of Europe’s documents, in particular the white charter of Intercultural Dialogue, contain important conceptual and terminological specifications, highlighting the content and objectives of intercultural dialogue and its role in accordance with the Council of Europe’s fundamental mission, values and competences: in the promotion of human rights, democracy and of the priority of the law.

Education, an essential way of promoting interculturality

The term ”culture”, and in particular the one of ”interculturality”, interferes with the one of ”education”. By defining education as the essential way of promoting interculturality, we are obliged to analyse the capacity of the pedagogy and the science system on which it is based, to respond effectively and qualitatively to the many problems that diversity and interculturality bring to society.

The Commissioner for the Protection of Equality in the Republic of Serbia – examples of action

In this article, expert Bojana Todorović analyzes the position of the institution of the Commissioner for the Protection of Equality in the Republic of Serbia, as well as its actions and activities. Particular attention is paid to the examples of action in the practice of this national body for the promotion of equality, in order to present its functioning, but also in an attempt to contribute to the exchange of experience with other countries in the field of protection against discrimination, in particular with countries where a similar understanding of the rule of law and the circumstances prevailing in its principles are implemented.

Consumption of virtual environment and autistic spectrum disorder in children of 0-3 years of age

This study describes the incidence of excessive use of virtual environment in recently diagnosed children with autism spectrum disorder (ASD) over the period 2012-2017 within two specialized recovery centres. The study was conducted longitudinally following progress in the therapeutic process by measuring QD / IQ in 62 children with autism in Romania. The analysis was made between two lots that presented or not, in anamnestic history, a consumption of more than 4 hours / day of virtual environment, during 0-3 years. The results of the study are: Children diagnosed with ASD, who had a history of excessive consumption of virtual environment during the 0-3 year period, recorded QD / IQ higher by 37%, between the first and second complex psychological evaluation, which resources were over three times lower than the control group. This suggests that sensorimotor and socioefacial deprivation caused by consumption of more than 4 hours / day of virtual environment can trigger behaviors and elements similar to those encountered in children diagnosed with ASD. Following our research we have defined this form of autism: Virtual autism.
