International key documents relating to linguistic rights of minorities

Language is an identity vehicle, a part of a system that makes it possible for a community to express itself and a vector of cultural, social and political influence. Also, language is an indisputable factor of cohesion within a minority, through which common ascendancy of community members is asserted and own cultural and historical features are perpetuated. Thus, the need to protect this factor of preserving identity features through specific international instruments becomes obvious nowadays. However, the path towards awareness of this need to protect and promote the conceptual universe of language has proved to be a long one.

The role of the Council of Europe in promoting intercultural education

The intercultural dimension of education is a priority theme for the European institutions, in particular the Council of Europe, being included in the reflection and practice in the field of European Citizenship and Education for Human Rights. In this regard, the Council of Europe has adopted a series of documents and measures directly related to intercultural education or aiming at promoting cultural diversity and cultural dialogue. Developing education in the spirit of interculturality is an instrument in combating segregation and discrimination against migrants and minorities. In this perspective, multiculturalism is potentially rich, provided it is transformed into interculturalism, meaning that there is interrelation between cultures without erasing the identity of each person and the specificity of each culture.

The present study proposes to analyse the synoptic legal perspective and the axiomatic way to understanding the legal phenomenon, referring to the hypostases, and the way a child can be protected, when it interacts with public authorities, private authorized institutions, individuals and legal persons responsible for its protection. Discrimination and violence against women and girls in Romania

The report presents the main measures adopted by the Romanian government on the prevention of violence against women and the protection of victims, but also the main challenges and problems faced by all those who want to implement these measures effectively. It is emphasized that there are not enough shelters and counseling centers for victims; there is a need to improve infrastructure and services for those who have suffered aggression and abuse; NGOs dealing with discriminated or abused women do not have suitable premises for their work and face a lack of funds; there is a need for diversification and intensification of education programmes, counseling services not only for victims but also for perpetrators, as well as a change in rural mentalities regarding the status of women; the fight against the dissemination by the media of stereotypical and discriminatory images of the role of women in the family and society must be stepped up.
