The galaxy of knowledge and sustainable development

The article includes a brief analysis of the global education system from the perspective of the relevant provisions included in the programmatic document entitled ”Transforming our World: the 2030 Agenda for Sustainable Development”, adopted by the UN Summit on 25 September 2015, as well as in the light of the latest UNESCO recommendations aimed at ensuring education a priority in the knowledge galaxy. Following a series of preliminary observations, significant aspects and data on the relatively modest results of the global implementation of the UN and UNESCO recommendations on education are presented, summarizing the ambitious goals set in this area for 2030, highlighting the contribution of educators in materializing these objectives, in accordance with the fundamental rights to education and development. In this context, the vital importance of reforms and proper coordination in all education sectors is emphasized. At the end of the article, are highlighted the latest positions expressed by UNESCO in relation to future priority actions to endow education with the transformative force it must exert in the global process of sustainable development.

Legal protection of persons belonging to minorities (I)

Current international standards reflect the stage that has been reached in regulating the rights of persons belonging to minorities, showing us the difficulties faced by the states to find generally acceptable legal solutions for the implementation of the signed agreements under conditions of a great diversity of laws and regulations on the protection of the rights of these persons. To be noted that the protection of minorities followed the same steps as the development of individual rights and freedoms in general, assimilating the recognized right to religious beliefs and to practicing another religion than the majority, as that of preserving the ethnic features compared to the majority culture. Through the work of the League of Nations the protection of minorities has entered a new stage, experiencing definite progress, and then after the Second World War, the United Nations has conferred to the human rights approaches a character of universality that resonates with the Universal Declaration of Human Rights. In the approach and interpretation of the provisions regarding the rights of minorities it is important to understand that they relate to the rights of individuals, of persons and not of groups, which is a prerequisite in the process of understanding the rights of minorities’ controversial issue which involves the need for an as rigorous as possible definition of the minority groups.

The crisis of democracy, rule of law and human rights

Democracy, the rule of law and human rights are interconnected both in structure as well as in substance. Modern and postmodern times have seen disconcerting developments that indicate the fact that human rights have become a sine qua non condition for the reconfiguration of a state governed by the rule of law. The mutations and moments of crisis that have accompanied the global process of “democratization” have also drawn our attention to the necessity that calls for a state governed by the rule of law to become the guarantor and protector of human rights. These rights must not be just solemn or rhetorical declarations but must ensure the legitimacy of the state’s internal policies, as well as a humanitarian approach to international relations.

Terrorism, a serious violation of human rights

This study approaches terrorism, as a complex phenomenon which is affecting human rights. After a brief outline of terrorism, it highlights the effects of terrorism on human rights, the natural result of which is the firm obligation incumbent upon Member States in general, as well as upon the United Nations, the Organization for Security and Cooperation in Europe, the Council of Europe, the European Union and Romania in the context of the fight against terrorism. This paper concludes by stating the main features of the fight against terrorism while respecting human rights and by presenting a summary of national and international laws on this subject.

Basic principles governing the local public administration

This scientific approach aims to highlight the principles underlying the organization and functioning of local public administration. The purpose of this paper is to identify and analyse these principles. Equality of treatment and non-discrimination in terms of the right to work

The fundamental right to work and the social protection of labor as regulated by the Constitution provides everyone’s right to choose one’s profession, trade or occupation, the place of work, freedom to exercise or not a particular work, prohibition of forced labor, the right to social protection and equitable remuneration, the right to collective bargaining and the mandatory conclusion of agreements and employment contracts. Both international, as well as domestic regulations on the fundamental right to work refer to the means and mechanisms for the implementation of this right, of social protection with all that entails, prevention and elimination of discrimination, of non-compliance with equal opportunities and the wage gap between men and women.
